Inner C gussets question

I've been looking at some Currie front axles set up for YJ/TJ outers and have noticed that they gusset the lower part of the inner Cs but not the upper part. It seems that the top part of the inner C is weaker so this would tend to indicate it does not have to be as strong. But once you start gusseting why not do top and bottom. Any idea why they only do the bottom? Is this all that is needed in practice?

That makes sense. I guess bending from hits to the tires would be a secondary concern.
