The spring must be dying as there should be enough tension to hold the hood down securely without it bouncing around while driving.

Probably.  I installed these "new" hood latches after I painted the thing a few years back.  Then, I thought the latches might have been knock-offs, so the spring dieing now may not be too surprising

I went to tj style hold downs when mine worn out

i was thinking of doing the same - saw some with a lock on them. Did you have to drill new holes?
