Well, I am glad to report it is finally out.  Had to buy a new wrench to be able to get to it, but $10 later, it is FINALLY done.  Unfortunately, it will take my hands and arms a couple of weeks to recover from all the cuts and scrapes from the cut zip ties that I met along the way...  SO, officially as of today, the only thing on the Jeep not working as it should is the e-brake.  Now I have to find a way to reduce the length of the cable (I already maxed out the adjustment thingy under the Jeep) for them to really bite.  Any suggestions?

'They' used to make a little piece just for that. You could buy it at PepBoys or WallyWorld or most any local parts store. It was a little piece of metal rod that hung over the brake cable with a little hook with a nut on the end to draw the cable tight. Since I know what I'm looking for, I'll check a few places in the morning. If I find it, I'll post the store and part number.

Thanks Hunter!  I'll also try to find a local parts store with something like that...

Now, just to be clear, the Jeep already has something like this; the problem is that over the years, the cable has lost tension, and now the tensioner is maxed out and the e-brake still has a hard time engaging.

EXACTAMUNDO!! That's the dingus. If you're really stretched out, you can use two or more.
I found them at NAPA. There's a guy on ebay that sells them for $3.97 a piece. $4.95 shipping for as many as you need.
You'll find if you look at the picture, when you go to put the dingus on, you'll want the nuts where the hook is and the hook where the nuts are.

adjust the brake shoes  but unscrew the e-brake cable adjustment first

there's a spreader on the bottom between the brake shoes which you can adjust thru a hole on the back plate which is usually covered by a rubber plug. loosen the cable nut first to be able to adjust this spreader to max, then readjust the cable. easiest to understand if you take a wheel off and the brake drum

the other thing is to make sure your shoes are not worn out.

+1 My 94 thats kinda how you tell the rear shoes are shot,, when the E-Brake doesn't set very well..

I swapped those a while back and no change...
