Title: Winch on stock bumper

I have a 2001 tj with stock bumper.  Can I mount a winch on it?  Do winches even mount to the bumper?

Yes, you can mount a winch and still have a stock bumper.  You'll need a winch plate to mount the winch to the Jeep though.

i think he's wondering if he can drill holes in the bumper and bolt the winch to it
what Jeffy said, you need a plate - even if there was enough room (which there isnt) it is not thick/strong enough

Very easy, just two wires to connect to the battery.
