Title: How do they mount?

How do the little flare extensions mount on a tj? Some of the holes to mount them are fully closed to where you run a bolt or anything.

you mean the splash guards up front? bolts go thru them and into the tub, at least that's how those were on my YJ.

They mount different then the yj. The yj was that simple just a hole that you could get to on both sides. With the tj they have enclosed it so that if you take them off there isn't a bolt hole on the inside of the tub. I will have to take some pictures so you know what I mean.

Ok here is the outside of the jeep with the mounting holes

I'm guessing there was mounting hardware inside the holes that is long gone since the old ones where taken off.  How should I go about mounting my new ones?

You don't need to get to the backside.  There should be two, although one looks to be missing, nutserts in those two small holes.
