I've added a winch up front, added ACOS spacer up front, 05 Rubi Unlimited springs all around, 2" rear poly spacer, front RE adjustable track bar, and riser block for the rear track bar. How do I go about measuring my TJ to level it out, or have a slightly nose down attitude?
I currently have the ACOS adjusted to where the top of the front fender and the lower rear side window channel are horizontal. It looks flat but has a wander to it.

How? Put a level on a flat part of the body and check it. Rocker, hood, rear body would be good places. You will also want to check for lean.

I didn't mean to finish in the middle, but I had to go (this was at work).
I've adjusted down the ACOS to make it level by using a level on the fender and rear window sill. I didn't use the rocker as it's a bit bubbly (rusty underneath).
As for the wander, I'm not sure if the rear is not aligned with the front and was wondering if this could lead to the Jeep wander? I'm also thinking it could be the steering box itself. When I lower, I adjust the track arm to get as close to making both tires even on the fenders, and adjust the steering to re-center the steering wheel. I don't check the toe or caster. Think lowering it ~3/4-1" is significant to the caster? As for steering components, I do have a new Currie tie rod set to throw on. Just need to get new boots for the ripped ones.

Lowering the spring height will reduce caster, increasing wander. Changing spring height will also alter the toe-in quite a bit and change the amount of wander. Sounds like you need to get these two in spec after the adjustments.
