Your heating and cooling system gets it's fresh air from the vent right behind the top of your hood, there is a drain that sticks down so that the air plennum doesn't fill up with water, if that drain is clogged it would fill up and when you go up a hill the water will roll back into the fresh air vent and onto your feet. You should be able to just remove the grate and clean out the drain tube.

My '95 does it, mostly leaks past the gasket between the windshield and the cowl.

sounds like the vent tube would be it. ill try taking the grate off and washing it out . im guessing it will be full of mud from the past few days of some intense mud sessions
ill let you know how it goes

Mine does it as well... Do you have lights mounted on the windshield? If so, the cable could cause the leak; I run my cables in from the sides so that at least water does not leak when driving, but it will still get in when it rains at night with wind (not that much, though).

Soft top, rain the night before, late to work.... forgot to pour the water pools off the top.... bad day at work...

Mine did not do it when I had the soft top on, but it does now with the hard top (then again, I added the hard top, THEN the lights, THEN changed the windshield frame, so it can be any one of those factors!)
