what is the best intake system for a 98 wrangler for around $300 or less?

Install a 4.0L throttle body and a 4.0L TJ intake tube with a conical K&N filter on the end.  All can be done for $100 or less.

I prefer stock but since you have a TJ, I'd go with a 4.0L without the extra baffle.

After switching back to the OEM airbox on my YJ, I won't be going back to a open element.
