Title: front fender replacement

I need to replace my front fenders because of rust and was wondering how much is involved. is the fender and inner fender or wheel well the same piece? if so do most new fenders come with with the wheel well or do you have to drill the spot welds and reuse them?

The front fenders are the whole fender plus inner fender.  It should come as one piece that does not need welding.
