just wondering you opinions on weather it is better to shackle lift or to body lift? i have done the reading i can find on the internet but still haveing trouble making up my mind....
i would just be looking for about a inch and a half to give my tires a bit of space.
also. can you replace the lifters without replacing the cam shaft? or are these always replaced together.

Neither - use TJ flares.

I wouldn't go more than an inch on the shackles. There are a couple of body lifts out there that are 1.25 inches.
Normally the cam and lifters are replaced as a pair.
EDIT: Or do like oldjeep says ;)

TJ flares and/or 1" body lift. Stay away from the shackle lift unless it's a small amount and you need heavier shackles, like boomerang shackles to clear the rear crossmember or to be anti-kickback up front.

Tire space then go with the TJ flares for sure. No need to screw up anything else like steering and drivetrain geometry or have a shifter buried into the floor like with a body lift. I'd probably go with the TJ flares and them maybe some 5/8" shackles like from Currie or MORE. Dogleg/boomerangs in the back...
