I just passsed my SMOG test but just barely. The limit for HC at 15 MPH is 93. I tested 93. At 25 MPH the limit is 58 and I tested 33.
Next time around there is a good chance I fail.
How does one go about lowering the HC's?
Not long ago I put on the 62mm TB. I don't have that many warm up cycles on it. I put on maybe 300 miles since. Do you think once the PCM gets adjusted the HC's will come down?

High HC is usually because of poor combustion. Typically from being too rich. HC's are unburnt fuel particles. Did you pass any of the HC tests? (15mph vs. 25mph) It might help to post a pict of your printout.

I have a while before I am due for tags again. I'm trying to get a head start on it before I need to do it again.
I had a feeling it would run a bit rich since the PCM has not had a chance to fully adjust.

Did you ever reset your PCM? It should have started in default mode then adjusted from there. Did you check the PCM for any CEL codes? I know the light didn't come on since that would have been a FAIL but it could have stored something. When was the last time the O2 sensor was changed out? Check all of the spark plugs? Maybe it's time to bump up the ignition system. Worse case senario would be having to install an wide-band O2 sensor to watch the air/fuel mixture.
I can't find any of my emission printouts.

I did not reset the PCM. The only thing I did was unhook the + on the battery during the TB swap. To reset from what I understand is to take the + terminal and touch it to the - terminal for about 30 secs. So you just leave the - terminal alone as in leave it hooked up to the post?
I have not checked for codes, no check engine light.
02 sensor to my knowlege is stock. I have not checked the plugs in a long time. I was trying to find the PD Ignition system that you are running but have not had any luck. I looked at there website but I did not see anything that was legal in CA. I think having a hotter spark would be a good thing.
Other than the high HC at the 15MPH test it looks like it's running pretty good.

Disconnect the battery and ground the +pos cable. Waiting 10-15 minutes will also do it if you won't ground the +pos.
Still, it should relearn after restarting a bunch of times and getting some miles on it.

When I swapped the TB and ground the intake it took close to 2 hours. I had the + cable off the battery. I don't have that many warm up cycles on it yet maybe 15-20. But it runs great no issues at all.
I think I will get that ignition system when it gets closer to getting smog'd again. Maybe the 02 sensor too.

The O2 should sent a CEL. When mine went out, it was sporadic. I'd be driving down the highway and I'd feel the loss of power and the CEL would turn on.
Check your plugs and see if they show signs of running rich. PD sent me basic Autolites and I've been using them ever since. Gap is .065".

My YJ has the 19lb injectors, PDI ignition, 62mm TB. On 2/20/09 I got the thing smogged at the request of CARB/DMV
Here were the results:

It passed. But like I said, it was close (So close, I am wondering if the SMOG test-only center I used was a "ringer" of some kind).
A few things might be contributing to the HC levels:
1) The cooling system mostly has water in it currently. I didn't have any coolant or mix on me the other day when I was low so I just used the water at an air/water station. I'm going to have to flush and refill the system.
2) I'd be surprised, but the intake/intake manifold wrap I use has might be keeping intake air pretty cool and causing a slightly rich condition.
3) 19lb Injectors flow a little better, so maybe some of the fuel isn't combusted as thoroughly as before. But I doubt we're talking much of a difference. My last HC test I believe showed lower levels at 15mph and 25mph but I don't think it was a heck of a lot lower.
4) Dirty air filter. Doubt it though -- I'm using one of these in-line cotton gauze setups which filters for sh!t anyway
Will get in there and check the plugs this weekend. Mine are some version of Champion copper core plugs gapped at .065
