Title: decelleration slow on TJ

I've noticed recently that when shifting (1-2 and 2-3) that sometimes it takes awhile for the rpms to drop, and if I'm doing 20 and shift out of 2nd and stay in neutral the rpms linger at 2000 for a long time before they finally drop.  rpms drop quickly when shifting in the upper gears,  I only notice a lag in decelleration time in the first 2 gears while shifting.  no codes are being thrown and I went ahead and replaced the TPS and IAC motor trying to see if they would help. they did not.  if I rev to 3000 and then shift out of 2nd they drop like normal, but I still have a somewhat slow drop when shifting out of 1st to 2nd; by the time I let out of the clutch the rpms drop down 500 rpms due to the lug of 2nd gear and rpms being too high.  the jeep doesn't always do this and its more prevalent when first started and the engine is cold.  any thoughts on this?  is there something wrong here or is it just a jeep thing
