is there any thing you don't need to do on a 1" compared to a 2" on a TJ?
like extend gas filler, lower fan shroud or 4x4 shift lever mod?

I know you pretty much need a motor mount lift for a 1" body lift... which takes care of the fan shroud issues
the 4x4 lever on the tcase can be taken care of by loosening some bolts and readjusting

the gas filler sounds like something a more extreme body lift would call for .....

The 2" requires more work and modifications as you can generally squeek by with minimal mods when doing a 1".  You don't a need 1" motor mount lift, you can adjust the fan shroud down.  Watch AC line clearance, more so with the 2".

You can usually get by without doing anything to the transfer case lever.  It's mounted to both the body and the transfer case, so a body lift puts the linkage in a bind.  It usually isn't too bad with a 1", but 2" will need modifications or a bracket installed to the body side of the linkage.

I woudn't use anything over 1".

I have a 2" on my TJ and I have put a couple of 1.25"'s and another 2" lift on.  I have not had to do anything more to the 2" ones then I have the 1.25" ones.  I trimed the fan shroud so it wouldn't contact the fan.  On one o fthe 2" lifts we ended up having to get a sky jacker linkage bracket, for the x-fer case.  Because even with supplied linkage drop bracket we couldn't get the 4wd to shift into 4lo.  But it went in just fine on mine.  I think the trick is to put the transfercase into 4lo before taking the linkage apart.  But other then that one thing on the other rig I have had zero issues with my 2".
