every 2 weeks i clean the tbi. it's covered in black crap. the intake box above the tbi  is also.  it seems to be the hose going from the valve cover (w/90* bend) into the intake? if so why would they do this?

Air should be flowing the opposite way.  Most likely your crankcase ventilation (CCV) is plugged.  This is the vacuum hose that attaches to the side of the valve cover and goes to the manifold.

Yes, just make sure you get vacuum from the manifold but don't change the size of the hole in the part that screws into the valve cover, just clean it out.
