On my 05 tj, I got into a wreck. Some guy in a honda decided he wanted to run into me from behind. I ended up punching my A/C controls because i was stopped at a light and holding the shifter. The whole assembly cracked so i put a new one it. The point of the story is, Mine is all vacuum. As far as the whole speed of the fan. There is a module next to the blower that went out on mine which controls the speed that I've had to replace.

speakin of heaters..heres a question ive been meanin to ask-anyone actually get their 4bangers to warm up the cabin at all??? i find with the heat all the way up i actually blow cooler air then when its on level 1 or 2..if its below 40 out..forget it, she aint gonna be warm-thats the only thing i hate about my TJ-winter drivin is like drivin in a freezer.

Your heater should get plenty hot as long as the thermostat works and the heater core is not plugged.
Could also be a problem with the blend door in the heater box
