power or ground?

hello i was wondering if anyone could tell me if the two wires on the renix tbi fuel injector connector are power and ground? its an 86 xj 2.5 tbi. i checked one and it had power and the other didn't have continuity to ground? just wondering if its supposed to be ground or if its pulsated power? thanks in advance.

The ground circuit is pulsed to ground by the engine computer
