Fuel Return line plugged - 95 YJ

so i just discovered that my fuel return line is plugged - not completely but enough to raise my fuel pressure. i tried to blow it with air but no luck (i had the gas tank cap off when i did that). Before i start to try and figure out what the hell is going on, any of you experienced anything like this? any tips? i am hoping is not in the fuel tank so maybe i can get away with just replacing the metal line that runs along the frame rail.

If you can disconnect it near the tank do that first and repeat blowing air through it.
If the line flows freely now, you know what to do next.

Sean sent me this, he had the same issue and i have a feeling my tank will have to come off
One of the problems I had when I started playing with different injectors for my turbo setup was fuel pressure. The FP was too high so I replaced it with the Hesco AFPR but could still not get it down to the stock press..
The return line did not appear to be plugged so out came the tank. What I found was the return line goes right to the bottom of the tank (steel line) and
has a hard rubber end which was pressing on the bottom of the tank and blocking off the returning fuel. The bottom of my tank has never been dented or pressed up at all, the stock skid plate had no marks on it at all. I shortened
the return line line up and put the stock FPR back on just to see what the FP would be, when I fired it up the FP was right on factory setting.
I've since read of someone with a GC having the exact same problem.
