Hole in starter?

Are these holes at the bottom front of the starter and near the midpoint supposed to be open or should they be plugged with something?

That looks pretty different.  My YJ is a pretty late production '95.  It might be a TJ starter in mine, not sure.

I looked at mine. Looks to be the same as yours near as I can tell. It's filthy and the skid plate makes it hard to see.
But the hole at the front on mine has a soft rubber tube coming out of it. No idea what it's for. Maybe a inch long.
I can't see the 2nd hole due to the angle and the skid being in the way. Not to mention a thick layer of greasy dirt.

Not sure I would worry about it. Looks like the holes are suppose to be there. Not sure why the rubber hose thing is on the front hole. It's open on the bottom side.

My guess is that the hose is so that it can drain out but at the same time make it so it is harder for mud or dirt to enter.    Mine has not had a hose for the past 6 years, so like you said it is probably not worth worrying about.

mine is the same as yours, that hole has a rubber tube on it to drain condensation and not let the dirt get in.

On air filters its a pinch valve for unloading dust and junk...

The round hole in the end usually has a short rubber drain hose in it.  Not sure about the other one.
