Help with ground wire?

Hello, I'm relatively new to the jeep scene.   I recently picked up a 98 TJ se.  I had the motor rebuilt, bored out and a performance cam installed.  I was changing the oil and as I was unscrewing the oil filter a wire fell.  Its a black wire bolted to the passenger side frame rail, just behind the front tire.  Since the wire came undone the jeep wont start.  I'm assuming its a ground wire, I re attached it to the block, which is what I was advised to do, but got nothing.  Everything still powers up when keyed on, but there s no clicking or any action from the starter.  If someone could look at their TJ and tell me exactly where this wire goes I'd appreciate it.  Also, I spilled some oil on the starter in the process could that have any effect on this?  I really need to get the jeep running.  Thanks in advance
