I went out and measured and the it was actually about 2.6. 

that makes sense, i was off by quite a bit but even in this case would still be 73% less resulting force to the hanger (might be the make it or break it difference).

Finding a bit longer spring would fix it too.

Just a thought... how about welding a piece of tube to the frame angled down to where the shackle/spring eye would be at max flex. Sorta like \  Maybe it would prevent the shackle from inverting?

The chain idea sounds pretty bootyfab.  I would go with the heavy duty shackle hangers as there are minimal welds holding the stockers on there.  Changing them out is not that large of a project.

or weld the h/d hanger a bit back and go with a longer shackle (would achieve the same result but get the stronger hangers on the frame).

Thanks for all the ideas and comments.  I'll have to let it all sink in for a while before deciding what to do.
