I finally got a firestick and went to a friends house to tune it - the CB was shot, no anything with the unit. So we put his CB on the antenna and tuned it perfectly. Channel 40 was just below 1 and channel 1 was at 1.7. He is in the middle of a rebuild of a CJ and didn't want it for a trail rig so I ended up with his CB (super nice guy!)
Lesson learned - tune your CB antenna before you use it and tune it before or after a ride to double check that it did not go out of tune!
Thanks everyone for the ideas, I was just hoping it was the antenna not the CB - but I have a working CB now.
