My rear bumper is enclosed, so I am considering using that, but I fear that if I use it like that, it may start to rust prematurely.  Besides, I don't know if the 3 sections interconnect so that water can flow from one to the other...
You can pour tank sealer into the fill opening.

Just fill it up with water mixed with engine coolant to prevent rust.

On second thought, this would not be environmentally responsible, so sealant and clean water would be better.
