Just had a look at the clip again. What's really scary about the video is the Osama watermark at the upper right corner! Didn;'t notice that before.

I believe the video is from Saudi Arabia or perhaps United Arab Emirates.  They're really big on auto's and racing.  You can tell the guy was ready for it to roll back over so he could punch it.  Some great driving.
