Steering column rattle

94 YJ... previous owner hacked up the dash for some reason.  I just bought the jeep recently to fix it up.

I can move the steering wheel up and down slightly... under the hood you can see the linkage just ahead of the firewall move when I do this.  Is that a bearing gone at that bracket under the hood or is there a bracket missing or maybe loose under the dash?

It bangs voilently when going over just small bumps...  I have to fix this.

There is a bracket with two bolts under the dash.
