Horn no-worky

Hey guys, doing some work on the son's jeep again.  His horn doesn't work and here is what i have found so far.

It's a 92 wrangler.

Two wires to the horn.  Black and whitish with red stripe.  The black wire was grounded and the whitish/red was to the connection on the horn.  Horn may not be stock, don't know for sure.  The horn itself has two connections and seems to be self grounded through the mount itself.

So I wired it up as it was with new connectors and put a new fuse in and the horn comes on and won't go off.

Took the steering cover off the horn button and it was all rusty.  Wire wheeled all the rust off the parts I could get off (couldnt' remove the entire steering wheel cuz I don't have a puller) but couldn't remove the "button" itself.  Sprayed electrical cleaner into the "button" and reassembled.  Horn still stays on and won't go off.  What do you guys think?

I am thinking it's the button on the wheel itself?  How do i get a replacement if that is it?  I could wire it to a toggle but want to keep it stock.

You don't need a puller to take the wheel off.  At least mine popped off with minimal force.  Is teh plastic seperator ring still intact?  What about the spring loaded button with teh wire attached to it?

So I'm thinking your getting a short to power with out controll somewhere. Since you say " when you plug in a fuse the horn blows untill you unplug the fuse " at lest thats what I understood. If you have an aftermarket horn you could be in a pickle because there not that great when it comes to the horn because its a " one size fits all ". But don't worry horns are easy. Your black wire is a ground and it is grounded rite to the steering column.  There metal contact plate ( power going to horn ) that when you press down on the horn button ( ground ) the horn blows.  I just looked at mine " '89 " and there is a spring loaded contact button that rides in the metal contat plate and like Jeff said you gotts have that lil green round plastic insulator in place or else your horn will blow non stop. My repair manual says to use a puller in the wheel but it looks like a good tug will pull it off. You can allways get around the wheel puller, just compress the spring in the steering column by pushing down on the wheel get you a pick or something thin and sharp and wrk the little snap ring off the steering shaft. Its not easy and heps with 2 people but you can do it.
