Isn't the folding part associated with the seat base?  (I don't have a TJ but on a YJ is it).  The base can be separated from the seat with 4 bolts on the underside of the seat and 4 on the floor.  Really though, it's a simple system,  I think on the TJ's there is a wire that pulls the lever which can break.  I'm not 100% but I'd take a look under the seat.

Its a cable that has broken. Most likely the end has broken.  About 40-50 bucks and a pain in the ass to change.  Have fun.  Mine broke within a year of replacing it.

hah mine does the same thing. I can get it to shift forward and the seat to recline forward but the seat won't pop up. so if I really need it if I hop in the back and hit the seat w/ my butt it pops up! hah

Here's some pictures and instructions on the procedure; http://www.4x4xplor.com/seattrack.html

Looks like if you were the adventurous type, you could fix it without having to buy a OE part.

Forgot to mention that you don't need the cable to make the seat flip forward.  There is a lever under the seat that if you press it manually will allow the seat to flip forward.  As little as I need the seat to flip forward (took my back seat out permanently) thats what I do.
