this is a guess but i think it's just a plug to not have water dripping on the starter - i think that hole is for factory handling during machining process - they need pilot holes to align and fix the block solid during the bore-out process of all the precision areas for the crank, cam, cylinders (but i can't tell for sure, so don't take the plug out :D)

why would they have a plug to prevent water from dripping on the starter when oil dumps on it when you take the oil filter off??? but you could be right

its not in any kind of channel...i tried to pull it out and nothing came out, couldnt get the plug out either....almost like it was attached inside the block.

i dunno then, i've seen those holes on other blocks too but no plugs on them
