One cylinder running too rich

So I pulled the plugs out a month back while tuning up the rig and noticed the #4 cylinder plug was sooty and black but none of the others were.  I replaced the plugs and today I checked them and the #4 plug is all black and no others are.  It seems like the #4 cylinder is running too rich or something.  Could that be the case?  If so what is wrong? Fuel injector?  Valve?
I may not be able to get anywhere quickly, but I can get most anywhere I please.

It's probably related to your distributor issue where #4 isn't firing off.
