Well, your front driveshaft will rotate when in 2WD because of the TJ shafts and the locker which you can feel though the wheel a bit. It will feel like it's in 4WD even though it's not. There is some drag since the front output is connected to the chain and two sprockets even when it's not connected to the output shaft.You might want to put the Jeep on a lift or disconnect the front driveshaft and put the rear on stands and see if it's turning.

nope no body lift and i got underneath and pushed on the shift lever and its as far back as i can push i also feel it shifting in all positions its just when i shift into 2wd the shifter is in the right spot and it feels like it shifted it just doesnt go to 2wd feels like it stays in 4h
so look for a broken motor mount?
