Running Rich can I adjust the timing forward?

My 92' YJ has been running rich since I had it. I have replaced the O2 sensor and moved the AIS forward into the Intake tube to fool the computer to run leaner. That helped a little, but it is still runnning rich.
Can I adjust the timing via the distributor to advance the timing a little or will the computer over rule me?

Hmmm, doesn't moving the AIS forward make it run richer?  Instead of hot, less dense air it now thinks it's getting cooler, dense air so it offsets that but using more fuel...

I don't know for sure. I was told that cooler air made it lean out.
It did seem to run less rich and not so smelly.
