Well I think I have solved my running rich issue.
I just pulled my injectors out to replace them with the 4.6L Mustang orange top 19lbs injectors and found that my injectors were covered in carbon and the plastic tips were all missing.
Check out the pics. The left one is the Mustang Injector the nasty one is the Jeep injectors I replaced. They all looked like this.
