There is one problem with the idea of drilling holes top and bottom and using a bolt through both sides of the frame. When you tighten the bolt down it will put stress on the frame and start to compress it.The compressing of the frame will happen over time even with out the bolt being over tightened, the twisting and flexing of the frame will cause the bolt to have to be constantly tightened to make up for the compression of the frame. In the end you will have a crease in the frame needless to say this would be disastrous under heavy stress (such as a motor vehicle accident) the jeep could bend almost in half.
If you use a bolt through the frame the suggested way you will have to use a piece of pipe inside the frame to counter act the crushing action of the bolt and yes it will have to be welded in place.
I used large bolts welded into the over sized holed from extracting the the old bolts as I read was suggested earlier on.
This was much easier and a better fix than the bolt through the frame idea.
I can see why long a blot through the frame idea was suggested such as if you cannot cut and weld, but I think you will be much happier with the end result if you do not use this method.
Even if you have to have someone that can cut and weld do it for you, the outcome will better then using an bolt thought the frame.

Try reading first - #4 insert crush sleeves from the bottom (make them exactly the right length, flush wit bottom of frame, and make sure they fit snug in the hole saw holes)

Seems like a lot of extra work just to get around not welding.

Just so you know a "crush sleeve" is a very thin sleeve designed to crush under a specific torque, used in such applications as differentials.
Anyway even if you still use a tube inside the frame to make it work properly it will still have to welded in place other wise the bolts will be able to shift in the larger holes.
I have to agree with Jeffy "a lot of work to just to get around welding"

Splitting hairs over terminology?  I've heard it used both ways, and when somebody mentions using a crush sleeve when bolting through a frame they generally know you're not talking about a pinion type crush sleeve.

lol  wow since my comment seems to have gotten way more attention than I had intended I think I'll just try to bring us back to what my point was. That is the bolts through the frame was allot more work then it is worth, to get by without having to weld the frame and do it the proper way.

Point well taken and I agree the welding fixes are better.  I unfortunately don't weld (I really wish I had taken welding in high school) so have at times used other methods or had the welding done by someone else.
