who makes a good adjustable front trac bar for a TJ with a 3" lift?

I am looking at Currie but I think they only have one for 4" and up.
Building this Jeep on the Cheap! Just like Chrysler!

Just about anyone that makes an articulating suspension lift system for the TJ will have a track bar. You will need to figure out what you want to do. Meaning, some track bars add a bracket to the stock frame mount. Some have you drill through the stock frame mount. Some have you remove it totally and weld in another. Any fab work on the stock frame mount makes it difficult to return it back to stock if you wanted to remove your lift and sell it as a stock Jeep.

I've got a RE track bar with a spacer lift. It requires a drilled through hole in place of the tapered hole of the stock mount. Many track bars call for a size lift. I wouldn't worry about that to specific. I'd measure your current length requirement and find out the lengths of the track bars you are interested in. Then choose something that you can work with the stock frame mount.
