Looks like the site that had them is gone.  Do a google search for whatever year you are looking for like 97 Jeep FSM

You will find them somewhere.

In general getting an FSM for free actually takes a lot of luck.  You could try buying one from Chrysler (or Jeep web page IIRC), probably anything from between 97 and 2002 ( I think) would be good for a pre-2003 TJ.

'95 YJ, 33 x 12.5 mud tires, RE 4.5 ED lift, Atlas 4 speed, rear D44, ARBs front and rear, 4.56 gears, 8000# winch

i've seen one on ebay for about $40 couple of months ago, it was a CD version - you could probably split the cost among a few TJ owners and make copies
