i'm in Canada (Vancouver, BC) - still, is it an emissions thing where you need to pass or they'll check every item on your vehicle to see if it's CARB approved?

I doubt any smog tech would actually spy and check to make sure the cat is carb approved (a state smog referee would), but the problem is that 99% of places will not ship or sell to a California resident if the item is not CARB approved.

The old style jerry cans for instance are not CARB approved.  Only way you can get one is get it old or one without a spout, because the spout is the problem.  I have one newer ATV style jerry can that I had to buy the spout and the tank separate just to get around the dumb rules.  There's no way around a cat that I know of though (outside of drop shipping to someone to have it re-shipped.)

The tech is supposed to look.  Although on older vehicles, it's hard to say when it was replaced.  I had a pre-CARB cat but it died and when I replaced it I just got the approved one since it's less of a hassle.  Most places will not sell you a non-approved cat.  Although I probably could have bought a 49-state cat off Amazon and had it ship OK.

Depends on what they charge an hour.  Although, on a YJ, it's practically DIY.  No welding involved.

Unless someone welded on the exaust before.  My stock cat was missing and a odd shapped one was welded on.  Luckily I was able to salvage my down pipe at the cat by carefully grinding away the weld and peeling back the old cat's pipe.  Then I was able to bolt on my cat and cat-back kit (minus some other set backs).
