it is meant to increase the idle when you're at the end of the travel on the steering knuckle - i tested it and it increases the rpm by about 200 under no load. I have the same problem although i broke it myself when i got my hand in there doing some work - it's nice to have it functioning properly but i never had my Jeep stalling just the idle goes down and shakes a bit more than usual when you have the wheels turned all the way.
