For every inch you cut off the shackles, you will lower the Jeep only 1/2 inch.  To compensate for a 3.5 inch spring lift you would need to cut the shackles 7 inches, it's just not possible.  Also, the shackles need to be long enough to allow the spring to lengthen when it gets flattened.

I was looking at the 2.5" springs also Bounty. Just wasnt sure if they would be enough to allow me to chop enough out of these shackles.

you will need also rear leaf springs and like Jeffy said shocks, u-bolts and t-case lowering kit.
Why am I gonna need rear stuff if im only trying to shorten my front shackles?

you said you want to put 3.5'' springs up front that's why i mentioned it, but if 3.5'' lift springs up front would fix your shackle problem and would get your Jeep leveled then you don't need rear springs

Just don't use any shackles shorter than stock (4 inches) and it should be ok.  I think there are some 1.5" springs available from Rubicon Express http://www.quadratec.com/products/16311_5111.htm and from Black Diamond http://www.quadratec.com/products/16110_008.htm. The ones from RE are marketed for SOA but I see no reason why they wouldn't work SUA too.

3.5" lift on just the front?  There is no way you're going to get the back to be level with stock springs.  I think even 2.5" will be a bit tall even if you use stock height shackles up front.  Although, it will be a lot closer to level.  If you don't want to screw around with driveline angles and such then just get a 2.5" lift and get rid of the lift shackles.

If you don't want to do that then I suggest you buy some stock rear leafs.
