whenever it rains my breaks don't work!

anytime it rains my breaks are not there occassionally they will kick in and it stops abrutly and sounds terrible.  is there a reason for this? brake fluid is fine and i had my front breaks checked they said they were fine also.

Not working as in pedal hits the floor and you're not stopping at all?  Or you're pushing the pedal and it's slowing a little but only grabs when at a low speed?

You've got some big tires.  If it was me, I'd get some better pads, front rotors, steel lines, dot4 synth brake fluid.  I like the  EBC rotors/yellow stuff pads on mine

You have a dual diaphram booster setup on your TJ, right (thought I heard all TJs had that)?  If mine was a YJ on 35s, I'd consider pulling one of those dual diaphram boosters from a '95 YJ or just order it new and swap that in there too. 

How's your tire pressure, also?

tires are at the normal pressure maybe alittle more, and the are there but when it rains it feels like when i stop it leans in the front and squeals like there arnt pads even though there are, and they work mainly at really slow speeds even that isnt enough sometimes.

change the pads
bendix semi-metallic brake pads (MKD477 if i remember correctly, i bought them from amazon for $32 or so), i got some really cheapo ones for the rear and they make noise, fronts are great, i'll swap the rears to something like these too soon.h

Have you looked at the pads to see if there's anything left? Steel rivits against a steel disc don't make for good brakes.  Chews up the disc too.  BTDT.
