Drunkencityworker is mostly right. I have a '98 TJ 4.0 Sport that came from the factory with 3.73 gears. I'm upgrading the Dana 35 to a Ford 8.8. The previous owner destroyed the Dana 35 (no locker) with 35" tires. You can go up to 4.88 ratio with the Dana 30 and 35 if you need more power.
