Radiator fan shroud mounting points

Seeing as my radiator had about as many fins missing as still had I figured it was time to rebuild the radiator / buy a new one. Seeing as it was not leaking and was a nice all metal radiator (non of that plastic garbage) I brought it to a local radiator shop to see if it was salvageable. long story short it wasn't and would be cheaper to get a new radiator. When I got the radiator home and opened up the box I noticed that for the fan shroud mounting there were just 4 undersized holes where my old radiator had full size holes with nutserts (threaded insert in the plate so you simply bolt the fan shroud on). so my question is: Is it expected for the new radiator to have the nutserts for factory mounting or in this day and age of reduced quality do we expect simple holes that require resizing with a nut ( a real pita for instillation)or self taping screws? I would hate to have to modify a brand new radiator but i need the full holes so i can mount my electric fan which uses the factory mounting points.
