That would be a great price if that Jeep were close to where I live. Especially with the "low" miles and if the body/drive train is in good condition. I'm not sure if all YJ's came with power steering or not but someone here will chime in and let you know. I suppose it's possible. If your looking for a daily driver with some occational trail riding you shouldn't miss the lack of power steering to bad. Now if you start adding larger tires, axles, longer wheelbase, lifts, ect., you'd be more inclined to look for a power steering add-on. Once you get to that point though, you might be looking to go full hydraulic steering. But first get the jeep, drive it, enjoy it and then build it up as/if you need.
