Ok so I checked out more pics from this guy's site.. I guess the speedometer is in kilometers.. but still kinda fast for a jeep?  Or would a 4.0 be able to max out like that no prob?

Seems about right for a stock Jeep.  He's turning at 3000rpm so he's in the powerband.  I'm guessing his speedo might me off some.  I'd guess he's into the 90's with a GPS.  I'd hate to be driving a block at those speeds.  I've driven a Focus around there and it twitchy for me.  Mazda 6 was great at high speeds though.  Settled right in.  Although I've done 80mph in mine in it's current config.

Seems more realistic now.
Was fast posting when I saw the 180 and thought it was mph... was kinda like whoa how in the....  got to say though.. if I ever got my jeep up to 100ish it would be riding at higher than 3k rpm..  heck I'm at 3k around 70-80 mph

as far as my 04 TJ is, its governed at 90 MPH, I hit 90 and the engine cut out... so he either has a new chip in it or photo shop....
Also... who in there right mind would drive a Jeep 109 MPH and take a hand off the wheel and snap a pic (Hopefully there eyes on the road and not the camera!)

That used to be the official top speed of the YJ's...
