Vent/AC fan relay replacement

I had a problem with my heat/vent fan in my TJ. I could only get the high speed to work. I've researched on the situation and the switch could melt at the dash. But this would make all the positions not work. Since I only had high, next check was the relay. Only way to check was to replace. Carquest didn't have one at the Lenexa distro location and would have to order it in at $57. I went to Advance and they still had to order it (3 days), but cost was $36.

Today was a good day to work on it at sunny 56*. The relay is located in the lower plenum area in the passenger footwell. There is a black cover that has to be removed. There are 4 bolts that secure the cover to the black plenum. The upper 2 bolts are holders whereas the bottom 2 are through screws. Once the cover is removed (screw heads are 9mm socket), 2 screws hold the relay into the plenum. Why in? See the pics, it is a Jeep design.
Pull the electrical connector, swap in new one, reconnect connector, check to see if fan works, replace cover back on. Done. It wasn't no more than 15 minutes to get the job done with the pics.

Think there is a problem with the relay?

Open plenum. You can see the 2 upper hold bolts.

its a heater resistor not a relais. But yes it seems like its shorted out from all the crud, does the heater box drain work? Looks like it has been full of water at one time or another

I haven't dunk the tub, but there has been some water in it due to the rust holes in the side panels and missing floor plugs. Rust is under the door where the floor rises for the seats and the side panel. Other than that, no water higher than the floor. Since no water came out when I pulled the resistor, I could assume this is results from previous owner. It was a stock 97 SE TJ from OH. I've had it for 6 yrs now.

There wasn't much of anything in the plenum as well.

They actually heat up and dissipate heat so the metal gets fatigued and then rusts.

In a Rust Belt area they will look just like that.

Im having the same problem with my heater only working on High setting. Resistor is what i heard should be the first thing to change for this type of issue. Replaced the resistor but that didnt work for my rig. I purchased the dash controls from dealer and waiting to put them on this weekend when i install my new radio. Hoping this will fix the problem and its not a DOA resistor that i just installed. But yea those resistors get severely rusted on the under side, i have a 00 tj.
