make sure you plug that hole (or just leave the map sensor there, no harm in that) but even if that hole was open you would not get 3200 rpm idle.
My best guess is that the intake manifold is not sitting right on the cyl head (someone else mentioned that) - the pacesetter has some offset washers you need to use between the intake and exhaust, make sure those are sitting right and hold the intake firm on the gasket. Did you use the pacesetter gasket?
also, another thing - make sure the valve cover blowby fitting (the brass one closer to the rad) is connected to the intake manifold (that can give you a high idle like that if left unplugged) and also check the brake vac booster (another large fitting in the manifold, same there can result in a high idle like you describe) - anything else would increase the idle but not as much.
